Possibly married Constance Draper (born 13th April 1917) in 1936, which case they were at 2 Lindale Road, Liverpool with child Patricia A., born 5th March 1937. He was a plasterer. There is record of death of Arthur Leonard Jones, with same birth date as on 1939 register so I am pretty sure they are the same person. But with Jones being such a common surname I cannot be 100% sure that is our Arthur Leonard Jones born in Toxteth Park, Liverpool.
